Gwilym Elfed “Elfie” Davies, Baron Davies of Penrhys (9 October 1913 – 28 April 1992) was a Welsh Labour politician and miners’ activist from Pontygwaith in the Rhondda. Following school, he became a coal miner and joined the South Wales Miners’ Federation, serving as lodge chair (1934), treasurer (1940) and lodge secretary (1954). He was active in Glamorgan County Council (1954–61) before being elected MP for Rhondda East in 1959. Davies served as PPS to the Minister of Power (1964–68), remaining in Parliament until his seat’s abolition in February 1974. On 8 July 1974 he was created Baron Davies of Penrhys and later served on the South Wales Electricity Board and National Sports Council for Wales.
